Calculation of No Pay Leave days when they fall on a public holiday

According to the Ministry of Manpower (MOM), employee is entitled to gross rate of pay on a public holiday, if:

  • The employee was not absent on the working day immediately before or after a holiday without consent or a reasonable excuse.

  • The employee was on authorised leave (e.g. sick leave, annual leave, unpaid leave) on the day immediately before or after a holiday.

Employee is not entitled to holiday pay if the holiday falls on their approved unpaid leave.

Example: 31 October 2024 is a public holiday in Singapore. 

  • If an employee is on approved unpaid leave on 30 October 2024, they will still be entitled to a paid public holiday on 31 October 2024.

  • If an employee is on approved unpaid leave from 28 October to 1 Nov 2024, they will not be entitled for a paid public holiday on 31 October 2024.



Scenario:

  • 31 October 2024 is a Public Holiday in Singapore, which falls on Thursday; 

  • Assuming employee's work week is from Monday to Friday (5 working days); and

  • Employee applies for unpaid leave from 28 October to 1 November 2024.

System will record the total "No. Of Working Days" as 5, as the employee is not entitled to holiday pay since the public holiday on October 31 falls during the unpaid leave period.
